Paul was born in 1934 Born in Port of Spain Trinidad. He obtained a National Diploma in Design (Hons), specialising in Furniture Design in 1957 and then a Full Technology Diploma in Cabinet and Chair Making, West of England College of Art, Bristol.

In 1986 he became a Professional Painter and taught painting privately.
He was Elected a Member of the Royal Society of Marine Artists in 2004 then the following year Elected a Member of the Royal Institute of Painters in Watercolours. Two years later
Elected an Associate Member of the Royal Institute of Oil Painters.
In 2004-08 he served as a Council Member of the Royal Society of Marine Artists and from
2008 a Council Member of the Royal Institute of Painters in Watercolours.

Paul is a traditional watercolourist painting in all weathers and in his studio from his own sketches.

Apart from exhibiting his work in the UK, Europe and the USA his work has appeared in numerous publications and won Scholarships, Awards and Prizes.
